Environmentally Preferable Purchasing

City of Bellingham EPP Program

In the summer of 2006, Environmental Educator Kym Fedale of Environmental Resources began researching the City’s office practices and purchasing policies in an effort to lessen their negative impact upon the environment.  Fedale’s research revealed several cities that had designed and implemented environmentally preferable purchasing programs.  Using advice and direction from these cities as well as EPP program guidelines and resources, Fedale began designing a program to fit the City of Bellingham’s structure and needs.
In the spring of 2007, RE Sources approached the City Council with “Persistent Bio-accumulative Toxics-free Purchasing” information as well as a draft resolution. The Council’s interest was sparked, and Fedale introduced the EPP Program and Resolution.  Together, these included PBT-free purchasing as well as numerous other pro-environment strategies that focusing on reducing pollution and waste through the City’s purchasing practices.... According to the EPA, environmentally preferable products are "...products or services that have a lesser or reduced effect on human health and the environment when compared with competing products or services that serve the same purpose..." The benefits of environmentally preferable products include an improved ability to meet existing environmental goals, improved worker safety and health, reduced liabilities, and reduced health and disposal costs.
