City of Bellingham EPP Program

In the summer of 2006, Environmental Educator Kym Fedale of Environmental Resources began researching the City’s office practices and purchasing policies in an effort to lessen their negative impact upon the environment.  Fedale’s research revealed several cities that had designed and implemented environmentally preferable purchasing programs.  Using advice and direction from these cities as well as EPP program guidelines and resources, Fedale began designing a program to fit the City of Bellingham’s structure and needs.

In the spring of 2007, RE Sources approached the City Council with “Persistent Bio-accumulative Toxics-free Purchasing” information as well as a draft resolution. The Council’s interest was sparked, and Fedale introduced the EPP Program and Resolution.   Together, these included PBT-free purchasing as well as numerous other pro-environment strategies that focusing on reducing pollution and waste through the City’s purchasing practices.

In April 2007, the Council recognized the need to reduce the potentially dangerous environmental impact from all areas of business, and thus approved the implementation of an Environmentally Preferable Purchasing program.  By implementing this program using a comprehensive, thoughtful approach, the City of Bellingham can maximize the positive impact of its purchasing decisions on the environment.

Environmentally Preferable Purchasing takes into consideration the price, durability and environmental impact of products and services. The most important factors in the EPP program are reducing pollution and waste. To be successful, it is essential to look at manufacturing as well as use and disposal of products. Environmentally preferable products contain less-to-no toxins, reduce workers’ exposure to health hazards, and decrease health risks to the public.

To implement the EPP program, representatives from each City department have rallied together to form the City’s Green Team.  Members are working to coordinate green projects, educate one another, and to plan green office strategies. This team is central to the implementation of the Environmentally Preferable Purchasing program. The Green Team will coordinate efforts throughout the City to ensure the EPP program is efficient, economical, and successful.

The EPP program resolution allows the City to extend its environmental focus inward, modeling actions that support the City’s ongoing environmental protection efforts.
